Brother Secret, Sister Silence: Sibling Conspiracies Against Managerial Integrity

I offer a new cartography of ethical resistance. I argue that there is an uncharted interaction between managerial secrecy and organizational silence, which may exponentially increase the incidence of corruption in ways not yet understood. Current methods used to raise levels of moral conduct in business and government practice appear blind to this powerful duo. Extensive literature reviews of secrecy and silence scholarships form the background for an early stage conceptual layout of the co-production of secrecy and silence. Bill De Maria teaches ethics, change management and government-business relations in the Business School at the University of Queensland, Australia. Ordering a Profession: Swedish Nurses Encounter New Public Management Reforms

This article deals with professional responses to and handling of New Public Management reforms in the context of Swedish health care. The focus is on Swedish nurses, and the argument is that the extent to which a profession is heterogeneous and embraces a variety of ordering processes explains differing, and even contradictory, responses within a single profession. The paper shows that the ordering processes within the Swedish nursing profession provided a wide variety of conditions for nurses' encounter with the reforms. Overall, the transformations brought about by the New Public Management reforms aligned more easily with the process of ordering nurses into administrative leaders than with the process of ordering nurses into experts in caring.     

From collective bargaining to ‘personal’ contracts: case studies in port transport and electricity supply

‘Personal’ employment contracts have been presented as a conduit for individualisation, facilitating a more equal, open and flexible employment relationship. This article explores the reality of their introduction in two industries. It argues that the contracts have been used symbolically and contributed to a growth in employer power rather than transparency.     

Risky production processes and demand for preventive safety measures under uncertainty

This paper analyzes the behavior of a competitive risk-averse firm that has to choose the optimal level of labor and preventive safety measures. If the firm's injury function includes a random component, then the firm is characterized by a lower demand for labor and by a higher demand for safety measures with respect to a firm whose injury risk is completely under its control. The comparative statics show that shifts in the parameters of the risk distribution will have effects that depend on the absolute risk-aversion functions. The introduction of safety standards will prompt a reduction in the demand for labor while a tightening of the compensation system will have ambiguous effects on the demand for the two inputs.     

The appliance of science? New public management and strategic change

Changes in the nature of science as a social practice were fundamentally organic and endogenous in nature prior to the 1970s. Since then changes in UK public science has been policy-led and the imperatives exogenous. This shift was the result of attempts to achieve strategic managed change in the sector using new public management (NPM) techniques. This paper explores the discourses that promoted the change effort and the NPM techniques and processes deployed to this end. It seeks to identify the aims and objectives of the intended strategic change and evaluates the extent to which they have been achieved. Our conclusion is that rather than a planned, strategic change process directed at improved economy, efficiency and effectiveness, what occurred was a poorly processed ideologically driven attempt to achieve political aims.     

Information technology, organizational form, and transition to the market

The paper reviews theories of information technology adoption and organizational form and applies them to an empirical analysis of firm choices and characteristics in four transition economies: Czech Republic, Hungary, Romania, and Slovakia. We argue that two major structural changes have occurred, one concerning technology and another concerning firm ownership and boundaries, and we consider how each change may have affected the other. We estimate the impact of firm size, integration, and ownership on new information technology adoption and the impact of information technology on changes in firm boundaries and ownership, using a sample survey of 330 firms.
